Saundra Jacobs has served on the Santa Margarita Water District (SMWD) Board of Directors since 1996. She has been re-elected every election cycle since. During her tenure, she has been instrumental in implementing District policies that ensure water supplies are safe, reliable in times of drought, and affordable.

Director Jacobs is an Environmental Professional and President of SFC Communications, Inc, an environmental and land use planning company which she established in 1994.  Since its inception, SFC has grown dramatically and now employs 60 people over two offices in California and one office in Hawaii.  Her firm specializes in the telecommunication industry.

Educated at the University of Santa Barbara, where she grew up, Director Jacobs possesses a broad technical background in the earth sciences which she applies to water quality and District project development.

Dir. Jacobs remains actively involved in her industry and the community. She  is currently President of the Independent Special Districts of Orange County (ISDOC), a member of California Special Districts Association (CSDA), the Association of California Water Agencies (ACWA) Communications Committee, the Orange County Water Association, and the Santiago Aqueduct Committee Alternate Director.   Professionally, she participates in the American Planning Association, the Association of Environmental Professionals, California Women’s Leadership Association, and the Industrial Environmental Coalition of Orange County.  She is also a former President and Board Member for the Lake Mission Viejo Association.
